This is the genius of the voter-approved Newport Beach General Plan. It generally says that, to build residential in the Airport Area, an old building with commensurate traffic generation must be removed. It is among the most stringent requirements in Orange County and largely eliminates significant impacts.
The Koll Center Residences, as part of a broader urban village, conforms to this standard. The urban mixed-use village replaces the active Jazz Semiconductor manufacturing facility, ensuring that (among other environmental considerations) traffic is neutralized and added residences produce no significant traffic impacts.
